Workshop on Validation of Early Action Protocol on Flood and Drought (SoPs) and Municipal Level Learning Sharing (20th and 21st March, 2026)

A two-day workshop with the objective to validate anticipatory action protocols on flood and drought, and to disseminate the key project learnings on agroecological transition among municipal level stakeholders was successfully organised by LI-BIRD at Thakurdwara, Bardiya. The programme was conducted under the “Easing and De-risking Transition to Climate-resilient Food Production for Enhanced Self-reliance in Humanitarian Contexts SAFE” project. The project is led by LI-BIRD, funded by NOVO Nordisk Foundation, and managed by DanChurchAid in Nepal in collaboration with NAXA Nepal. 

The event was chaired by the Mayor of Barbardiya municipality, Mr. Chhabilal Tharu, with the presence of Deputy Mayor Ms. Ratna Kumari Pandey and Chief Administrative Officer Mr. Gautam Bhandari. The programme also witnessed active participation from ward chairpersons, executive committee members, the section chiefs from agriculture, livestock, DRR and IT sections of Barbardiya municipality, and representatives from DCA Nepal, NAXA, Institute of Himalayan Risk Reduction (IHRR), and Kamaiya Mahila Jagaran Samaj Nepal (KMJS). 

The first day featured a Consultation Workshop for Review and Finalisation of Early Action Protocols (SoPs) for Flood and Drought. The session focused on validating the SoPs to ensure their practicality, clarity of roles, and alignment with the local context for effective implementation. 

The Second day was conducted as a Municipal-Level Learning Sharing Workshop, providing a platform for stakeholders to exchange experiences and learnings on transition to climate-resilient Agro-ecology-based food systems, and Localization of Agro-met Advisory. 

In his closing remarks, the Mayor of Barbardiya Municipality, Mr. Chhabilal Tharu, highlighted that the developed protocols would support the municipality in reducing disaster-related losses and emphasised on institutionalising agro-met advisories bulletins. Similarly, Ms. Ratna Kumari Pandey, the Deputy Mayor of Barbadiya Municipality, appreciated the initiative, thanking LI-BIRD for supporting the municipality and seeking continued collaboration in the future. Mr. Gautam Bhandari, CAO, acknowledged the municipality’s capacity limitations and stressed the importance of stakeholder engagement, expressing gratitude to LI-BIRD for its valuable support. ,Overall, the workshop served as a collaborative platform to integrate disaster risk reduction and agroecological transition, contributing to building resilient communities in Barbardiya Municipality.
